A year from now say, a Somali, Ukrainian, Rohingya, Colombian, Uyghurs, etc. community organization decides to have sports related activities to help welcome New Canadians. Then, because of their success and hard work in organizing these activities, decide to enter teams into "sanctioned soccer" and compete alongside the best of the best? Not on a separate league [like they are proposing]; a single league where everyone plays everyone else equally and earns their spot equally? No one is asking for charity here. I didn't want to believe it, but here we are, <b>the Great White North</b>, where soccer organizations obviously have [allegedly] a tiny racist minority of people, well placed in powerful roles within the governing organizations or within large clubs with substantial financial clout. I don't see the City of Ottawa emphasizing "<i>drink from your sanctioned water supply</i>"? I don't hear our local BIA saying "<i>use only your sanctioned business</i>"; your local government "<i>vote for your sanctioned politician</i>"? Or funnier yet, the local cartel saying "<i>better use your sanctioned cocaine!</i>" <b>Ludicrous!</b> Why; because they know there is (quite large) "unsanctioned" soccer participation. </span></span><span style="font-size: small;"><span style="font-family: arial;">These same self proclaimed proponents of "Soccer for all!"; actually (a) have made no effort to bring in the larger community (in fact they are losing membership), (b) made it exceptionally difficult to do so; and worst of all (c) resorted to KGB style policing of Websites? Really? We have mentioned this exact same practice in previous posts. Have the "governing organizations" not learned anything from recent national embarrassing news?</span></span></p><p><span style="font-size: small;"><span style="font-family: arial;">We, and many others, have been complaining of lack of transparency, clear participation rules, disproportionate financial penalties on smaller clubs; and <b>on the inverse a "whack-a-mole spaghetti chaos" of intertwining and contradictory rules</b> between levels of governance, between governing regions, and between uncooperative paid employees of so called not-for-profit Soccer organizations. Complaints for years! (Decades I am sure, if we look at other past immigration to Canada). But let's not steal SURADs thunder. <span style="font-family: "verdana" , sans-serif;"><span lang="EN-CA">The Ontario Soccer Conflict of Interest
Policy states the following: </span></span></div>

Soccer is committed to providing an environment in which all Registrants and
Registered Organizations of Ontario Soccer and any of its governing
organizations (collectively “individuals”) act honestly, in good faith, and in
the best interest of the game of soccer in Ontario. Activities of the governing
organization, and those of its Registrants and Members Organizations, shall be
conducted in a manner becoming the high ethical standard of business conduct
expected of the leader of Soccer in Ontario. </span></i></span></div>

<span style="font-family: "verdana" , sans-serif;"><span lang="EN-CA">It is our belief that the EODSA Board of
Directors is no longer acting in good faith or in the best interests of those
who play soccer in the district which they represent. We also believe that they
are no longer meeting the ethical standard which their membership expects from
them. Several members of the current EODSA Board of Directors are paid
employees of local soccer clubs who have not recused themselves from making
decisions on matters which could directly benefit their clubs. </span></span></div>

<span style="font-family: "verdana" , sans-serif;"><span lang="EN-CA">On the Board of the EODSA there are 2 paid
staff members of OSU and West Ottawa. The president of OSU is also on the board
of the EODSA. This has led to a situation which meets the below listed conflict
of interest definitions as stated in the October 13, 2018 approved Ontario
Soccer Policies:</span></span></div>

Interest </i>” – An incompatibility between one’s private interests and one’s
duties as a trustee of a governing organization </span><span lang="EN-CA" style="color: black; font-size: 12pt;"></span></span></div>

Conflict of Interest” </i>– A reasonable perception by an informed person that

</i>– Individuals employed by, or engaged in activities on behalf of,</span><span lang="EN-CA" style="color: black; font-size: 12pt;"> </span><span lang="EN-CA" style="color: black;">Ontario Soccer, or Registered Organizations, including:
Administrators, Coaches, Directors, Employees, Game Officials, Players,
Registrants, Registrars, Team Officials, contractors, volunteers, managers,
committee members, and officers. </span><span lang="EN-CA" style="color: black; font-size: 12pt;"></span></span></div>

<span style="font-family: "verdana" , sans-serif;"><span lang="EN-CA">Decisions are being made that are not in
the best interest of the district, but rather that will benefit the larger
clubs. Ontario Soccer’s Code of Conduct specifies that people in our community
are to act towards each other with dignity, respect and integrity. In the
summer of 2018 Ottawa South United sued a former coach after he left their
organization to take a coaching position with West Ottawa Soccer Club. Emails
were then obtained by the Ottawa Citizen that revealed a discussion led by
staff from OSU that the lawsuit would be dropped if the EODSA who’s president
is the General Manager of WOSC, if the EODSA removed the suspension for one of
OSU’s coaches. Both the president of OSU and the clubs general manager were a
part of these discussions.<span style="mso-spacerun: yes;"> </span></span></span></div>

<span style="font-family: "verdana" , sans-serif;"><span lang="EN-CA">Section 9(f) of Ontario Soccer’s code of
conduct states the following “Refrain from the use of power or authority in an
attempt to coerce another person to engage in inappropriate or unwanted
activities”. Launching a lawsuit against an individual and then offering to
drop the suit in return for having the EODSA put pressure on OSA to set aside a
disciplinary decision against an OSU coach is not a strategy that a junior
staffer at OSU would have come up with. These types of decisions in soccer
clubs usually originate from the board of directors or senior management. The
fact that both the general manger and the president were kept in the loop
during the discussions of this matter is evidence of their tacit approval of
this strategy. The lawsuit was dropped only after a reporter from the Ottawa
Citizen contacted the OSU general manager. </span></span></div>

<span style="font-family: "verdana" , sans-serif;"><span lang="EN-CA">The EODSA is also misleading its membership
by telling them that the Futsal program being jointly run with EODSA and Soccer
Outaouais teams was approved to operate. This is incorrect and is not acting in
honestly or respect. </span></span></div>

<span style="font-family: "verdana" , sans-serif;"><span lang="EN-CA">The Code of Conduct also states that they
are to “Ensure that financial affairs are conducted in a responsible and
transparent manner with due regard for all fiduciary responsibilities”. Twice
in the last 15 months the EODSA has hired new staff members that were not in
the budget approved by the membership. They also moved the Winter Development
League from being operated by the East Region Soccer League to the EODSA
without the approval of the addition to the EODSA budget by the membership. The
EODSA spent a significant amount of money on the field time for the league
without approval of the membership. The EODSA constitution states that any
expenditures not in the approved budget over $10000.00 are to be approved by
the membership at a Special General Meeting. This expenditure was not approved
by the membership. </span></span></div>

<span style="font-family: "verdana" , sans-serif;"><span lang="EN-CA">We believe that the EODSA and its current
board of director are not acting in a “manner becoming the high ethical
standard of business conduct expected of the leader of Soccer in Ontario” and
ask that they be removed as directors of the EODSA. </span></span></div>

the conduct and reputation of EODSA board members how is it that these board
members are still permitted to retain their positions. What action is OSA
taking to address the conflicts of interest and breaches of the code of
conduct. </span></span></div>

to discuss the decision the EODSA has made. The membership overwhelmingly was
against this decision and almost unanimously voted in favour of not moving
these divisions to the EODSA. The general consensus in the room was that the
current set up was not broken so there was no need to make any changes. The
membership requested that the OCSL communicate this to the EODSA and made a
request of the EODSA to hold a town hall with the membership within 30 days. </span></div>

made this decision almost a year ago, they have yet to present a new budget or
list of fees to the membership. They are predicting an increase in player
registration fees, but have yet to disclose how much this will be. They think
they might be able to decrease team fees slightly, but have yet to present
finalized list of team fees to the membership. There are several lines in the
budget on the expense side that will increase with this change, so it is
expected that they will have to increase revenues for this increase. </span></div>

that the average member will have less of an input on the decisions that are
being made. Currently the EODSA board is controlled by the 2 largest clubs in
Eastern Ontario. </span></div>

We live in a rural community but soccer like hockey is a very popular sport and she has been playing soccer for almost 10 years. My daughter’s hero is Christine Sinclair like most 12 year old girls and we have gone to many FIFA games in Montreal and Ottawa to help build the love that my daughter has for this sport.</span></span></div>

Our league has always included Ottawa teams and I can say that none of the girls from the big clubs in Ottawa this year include any of the same girls from last year. The Ottawa Player Development Program (OPDP) is where all the Tier 1 players have gone it seems!</span></span></div>

Last Monday night as we drove to our game against OSU, my daughter was nervous about playing the known powerhouse of the league. You would think that another win under the girl’s belts would make them want to celebrate, but instead they felt very badly for the other team. In the car ride home, my daughter said she felt really bad and wished they had not scored as many goals as they did as she felt that the other team must feel terrible. She asked me where the players were from last season, why all the teams were so easy to beat, what has changed?</span></span></div>

<span class="s1"><span style="color: black;">The goal I have for my daughter’s soccer career is to learn the following: excellent sportsmanship from both winning and especially losing, how to be a team player, that working hard and improving at something you love never ends, that referees can only see what they see and they are humans, and that we have to play hard and overcome challenges. </span></span></div>

<span class="s1"><span style="color: black;">Unfortunately, my daughters soccer year 2017 will teach her something else: that rules are NOT made to be followed, that adults are dishonest, that there is a class system and rural communities are not valued based on their team’s skills but instead on how far they are to travel to. She won’t play teams that are better than hers in order to improve her performance; she won’t feel what it is like to win after a really good head-to-head game against the best team - instead she will come to every game expecting to win and feeling sorry for the other team.</span></span></div>

My child will lose this season at U12 - how long before action is taken? Why were we mislead to believe that the teams we are playing are Tier 1? How do these clubs explain to the non-Tier 1 teams the sting of constant defeat?</span></span></div>

And absolutely no comment on reversing this trend from the "leadership" in the <a href="https://www.eodsa.ca/ViewArticle.aspx?NewsArticleID=12469" target="_blank">January 24, 2018 AGM</a> meeting minutes? Which of course they haven't made public! What are they trying to cover up? These are the same people doing the same thing over and over

On June 9, a parent was emailed the following from Ontario
Soccer regarding the OPDP:</div>

judgement by the independent discipline panel would then follow. We do not
control timelines and cannot comment further. It is the objective of
everyone to conclude this file quickly so the players can resume playing
sanctioned soccer as soon as possible."</blockquote>

As this is the last week of June, the hearing will hopefully
take place before the weekend, if it hasn't already.<br />

On June 12, a team official was emailed a similar
message from Ontario Soccer:</div>

How quickly will the hearing judgement be made public?<br />
<br />
Because it is not practical for the OPDP teams to return to the ERSL, they will
likely argue that they have to continue with their competition for the sake of
their players. They do, however, have the option of playing in sanctioned
festivals (the EODSA has a <span style="color: windowtext; text-decoration: none; text-underline: none;"><a href="https://www.eodsa.ca/DisplayPage.aspx?PageID=124" target="_blank">list</a></span> of
approved festivals). If they are permitted to continue with Sunday evening
games, then there is no credibility to the Ontario Soccer process of dealing
with unsanctioned soccer. Ontario Soccer should insist on festivals and <i>weekday</i> exhibition
games that do not follow a schedule (i.e. occasional games) for OPDP teams - a
change that will require the OPDP clubs to explain to their parents that they
contravened Ontario Soccer rules. The OPDP teams have completed six rounds of games. They are not playing the Canada Day
long weekend and resume July 9 - Ontario Soccer must insist that those games
not go ahead.<br />

<span class="s1">We have absolutely seen a decrease in the competitiveness of the league to the absolute detriment of our team. Unfortunately I fear this will be a lost season for our boys. While the other "Tier 1" teams continue to face appropriate competition outside of the regular league play - and therefore continue to improve - we are creating poor habits because of the time and space that we have against the opponents we have met so far.</span></div>

How neither Canada </span>Soccer <span style="-webkit-text-stroke-width: initial;">or Ontario Soccer have taken appropriate steps is a true travesty. These clubs should not be permitted to unilaterally alter the league that they are meant to compete in. Appropriate sanctions should be brought forward. I highly doubt Hockey Canada would permit such actions and have seen them put an end to similar situations. We should strive for the same for this beautiful game.</span><br />

The ramifications will not be felt this year but in the future years. We are a small club that is attempting to compete with teams with larger player bases. The impact of these actions will hamper our abilities to do so in the future.</div>

<span class="s1">It has been almost <i>three months</i> since seven Ottawa clubs started the Ottawa Player Development Program (OPDP) and they just completed their fourth round of Sunday evening games June 11. A <a href="http://fairnessinsoccer.blogspot.com/2017/05/will-soccer-authorities-enforce-rules.html" target="_blank">summary</a> of the situation was posted May 25 with almost 1,500 views as of June 11 and despite </span>numerous complaints, including from many parents whose children have been affected, Ontario Soccer has still not come out with any public statement about the unsanctioned league.</div>

<span class="s1"></span><br /></div>
<div class="p1">
<span class="s1">As could have been anticipated, the following negative consequences have resulted:</span></div>
<div class="p1">
<ol>
<li><b>Uncompetitive games.</b> <a href="http://fairnessinsoccer.blogspot.com/2017/06/evidence-of-opdp-clubs-playing-their.html" target="_blank">OPDP clubs entered their T2 teams into the ERSL at T1</a>, meaning that clubs not part of the OPDP with T1 teams are facing weak competition, leading to uncompetitive games that hurt the development of both the genuine T1 teams and the T2 teams from OPDP clubs that are playing up. A similar dynamic exists at T2 where OPDP clubs moved their T3 teams. U9-U12 is considered the golden years of development yet some clubs are essentially facing a lost summer of appropriate competition. Some non-OPDP clubs are playing stronger teams up a year for a greater challenge and are encountering larger less skilled players, which increases the risk of injury to the underage team.<br /><br />OPDP clubs may celebrate the benefits of their league but any benefit is offset by a greater detriment to other EODSA clubs. The district has a responsibility to create an environment where every member club is given an equal opportunity to succeed.<br /><br /></li>
<li><b>Playing two games a week. </b>Because the OPDP is playing games on Sunday while the ERSL games are Monday to Thursday, OPDP clubs have the option of players participating in both competitions, which goes against Ontario Soccer rules which only allow one league game per week (with occasional exceptions for certain reasons). As someone noted in a response to an earlier post:<br /><br />"My daughter's team (u10) who play ERSL T1 this year was asked to play as a fill-in for the OPDP. When our coach looked into it, they would be playing 12 Sundays till end of August (hardly a fill-in). This would include our ERSL games on Tuesday. Our coach was also told by the club that it was ok to play more than 2 games per week even though they only practice 2 times. According to LPTD U10 girls should only play 1 game for every 2 to 3 training sessions. Something is really wrong here…"<br /><br />The number of games a player plays in the ERSL at U9 to U12 is automatically tracked when game sheets are created. No such mechanism exists for the OPDP so there is no easy way to determine how many total games a player has participated in.<br /><br /></li>
<li><b><b>Uncertainty about level of play. </b><span style="font-weight: normal;">Players and their families from T2 teams from OPDP clubs are confused about their team’s level of play. In the ERSL, they are playing T1, but in festivals, they could be entered at T2, their actual skill level.<br /><br /></span></b></li>
<li><b>Illegal recruiting.</b> Strong players from clubs not in the OPDP are being actively encouraged to leave the clubs they are registered with to join OPDP clubs in order to compete against the higher level of competition in the OPDP. The Ontario Soccer <a href="http://fairnessinsoccer.blogspot.com/2017/05/ontario-soccer-penalties-for-operating.html" target="_blank">penalties</a> for “inducing or attempting to induce a registered player to leave his/her team before the end of that team’s current playing season” is a 6-12 month suspension for a team official (2.72) or administrator (3.72) and a $1,000 fine to the club (5.72).<br /><br />Some of these players are being registered with OPDP clubs without first being released by the club they first signed up with, which also contradicts <a href="http://assets.ngin.com/attachments/document/0120/1605/5._Registration.pdf" target="_blank">Ontario Soccer rules</a> (5.2.12a: “a grassroots player may only be registered at any one time with one Club”). The fines for playing an ineligible player are 3-12 months for an administrator (3.63) and $500 for the club (5.63). If game sheets for OPDP games are being submitted to the EODSA, then the EODSA should be able to easily identify what ineligible players have participated in OPDP games.<br /><br />If a number of players leave a team for an OPDP club, it could also result in the team not having enough players to continue in the ERSL, with the club that has to withdraw the team facing fines and other associated costs. How is it fair that clubs that are following the rules are effectively being punished by the actions of clubs that are breaking the rules?<br /><br /></li>
<li><b>Unjustified secrecy. </b>Families from some OPDP teams are being expected to maintain a certain level of secrecy regarding their league. In response to parents making the <a href="http://fairnessinsoccer.blogspot.com/2017/05/ottawa-south-united-osu-opdp-description.html" target="_blank">May 8 email</a> from OSU public, OPDP teams at OSU were sent a follow up email from the club May 29 where they were asked to inform the club if they knew who shared the May 8 email. Two parents wanted to make the full email public but were too scared that they would be found out and their child kicked off their team. Why is general communication on games something that families have to keep secret? If the OPDP clubs feel they are not doing anything wrong, why the secrecy? How is it right that parents are feeling so threatened by their own club?<br /><br /></li>
<li><b>Arbitrary exclusion. </b>Most importantly, children are now operating in a climate where they no longer have confidence that they will be treated according their abilities as players and as teams - where it is possible for those with power to exclude them.<br /><br /></li>

Some within OPDP clubs have suggested that it is false to claim that the OPDP still exists. Whether it goes by that name or something else (some are now referring to it as the U9 to U12 Elite League), it is clearly happening. The only thing that changed at the end of April was the removal of the OPDP website:<br />

<li>Ottawa Internationals club official referred to the league as the OPDP is a <a href="http://fairnessinsoccer.blogspot.com/2017/05/ottawa-internationals-opdp-description.html" target="_blank">May 12 email</a></li>
<li>The EODSA-sanctioned referee website was still listing the OPDP as a league option as of June 4 [it should be noted that a match official who “officiated an unsanctioned or unaffiliated soccer game” faces a 30-day suspension (4.58) and who “directly or indirectly encouraged or assisted in the establishment of an unsanctioned soccer organization or competition” faces a 6-12 month suspension (4.75]:</li>

<span class="s1">Ontario Soccer has been quick to speak out against other unsanctioned activity (for example, <i>two</i> clear emails, on February 15 and April 10, about an unsanctioned soccer organization in Ottawa) but initially let a compromised EODSA deal with the OPDP and then allowed themselves to parrot the lie that it had ceased operations. A situation where the biggest clubs in a district are collectively breaking the rules should have resulted in an immediate response from Ontario Soccer. Is it protecting the larger clubs in Ottawa from sanction because they are part of provincial programs like the Ontario Player Development League (OPDL - for U13 and up) and the semi-professional League 1? Rules primarily exist to protect the vulnerable and should not be ignored to protect the powerful. The integrity of Ontario Soccer is at stake: when will it act? Will Ontario Soccer live up to its slogan? Play. Inspire. Unite.</span><br />
